As what I know so far the most proper way to use for is Dear Mr./Mrs. and To whom the Email may concern as the beginning of a letter, an Email, etc., but not everyone is pleased to be called so, and therefore I made a combination below...
(Assuming that the Email was sent to a company for enquiring about something officially.)
"Dear who this Email sent may concern..."

You use "to whom it may concern" when you don't know the person. You use Dear Mr./Mrs. First name, Last name when you do know the person.

When there is no name like when it is sent to a company or department, you use "To whom it may concern." If you do know the name of the person to whom you are sending the email to, you can use Mr./Mrs./Professor/Dr./etc. 作者: ralphtw 時間: 2018-8-2 11:47 PM

That is so strange to use it like that.
